The Zimbabwean Exemption Permit (ZEP) was created to provide legal status to Zimbabwean nationals living in South Africa without valid documentation. It allowed holders to work, study, or run a business lawfully and remain in the country for a specified period, typically up to four years, subject to renewal policies. The ZEP did not provide a direct path to permanent residence or citizenship, and holders were required to maintain a valid Zimbabwean passport. The ZEP was created to provide legal status to qualifying Zimbabwean nationals already in South Africa, allowing them to work, study, or conduct business without requiring a mainstream visa.

It aimed to ensure stability , protect livelihoods, and manage migration humanely while recognising  Zimbabwe's economic challenges. The ZEP was typically issued for a four-year period, aligning with South Africa’s temporary residence framework.

Holders were required to renew when extensions or replacements were announced by the Department of Home Affairs (DHA).

Applicants had to be lawfully residing in South Africa under the DZP or ZSP.

A valid Zimbabwean passport was required.

Holders could work, study, or run a business under the terms of the permit.

The ZEP did not lead to permanent residence, regardless of the number of renewals.

ZEP holders could not change status to another visa category within South Africa (for example, to a work or study visa).

The permit was not renewable automatically; extensions were granted at the discretion of the Minister of Home Affairs.

The ZEP did not provide a pathway to citizenship or permanent residence on its own.

The final ZEP validity period was extended multiple times, most recently with transitional measures introduced by the DHA to allow holders to regularize their stay under mainstream immigration laws.

Current or former ZEP holders are encouraged to apply for an appropriate temporary or permanent residence visa in line with the Immigration Act (such as a general work visa, spousal visa, or study visa).
